ARTIFICIAL INTELLIGENCE AS A POTENTIAL TOOL TO ASSIST IN DETECTING AND REPORTING CORRUPTION: CURRENT STATE AND PROSPECTS

Abstract

The article examines the prospects for using artificial intelligence as a new tool used to identify and report corruption offenses. Modern international approaches to the protection of persons reporting corruption (whistleblowers) are analyzed. The main problems of existing legal mechanisms have been identified, including a high level of latency and insufficient effectiveness of legal and institutional protection. Special attention is paid to the possibilities of using artificial intelligence and digital technologies in detecting, predicting and preventing corruption, as well as in developing secure information transmission channels. Examples of successful practices of introducing artificial intelligence into anti-corruption activities (Brazil, Kenya) are given. It is concluded that a comprehensive strategy is needed, including improving legislation, developing digital infrastructure and ensuring transparency of algorithms, and related regulatory legal acts in order to normatively recognize artificial intelligence as a tool of the anti-corruption process.
