Целью данной статьи является анализ конституционно-правовых оснований, исторических, политико-правовых предпосылок формирования однопалатной парламентской   системы    и   оценка ее влияния на эффективность государственного управления и развития демократии. Вместе с этим рассмотрение эволюции парламентаризма в Республике Казахстан; выявление конституционно-правовых норм, определяющих структуру, полномочия и принципы организации Парламента; оценка преимуществ перехода к однопалатному парламенту для политической стабильности; определение влияния однопалатной структуры на законодательный процесс, качество принимаемых законов и взаимодействие ветвей власти явились задачами исследования.

В ходе написания статьи применялись общенаучные и специально-юридические методы исследования. Также авторы провели исследование зарубежного опыта государств с однопалатным парламентом и оценили возможность его адаптации в Республике Казахстан.

Авторы также рассматривают эволюцию существующей двухпалатной структуры, политическое содержание конституционных реформ 2022 года и значение изменений, направленных на оптимизацию законодательного процесса. Кроме того, исследуются преимущества и риски однопалатной модели – с точки зрения эффективности принятия решений, регионального представительства, политической стабильности и уровня легитимности. В статье проводится сравнительной анализ опыта постсоветских стран и перспективы институционального развития для Казахстана.

The purpose of this article is to analyze the constitutional and legal foundations, historical, political and legal prerequisites for the formation of a unicameral parliamentary system and assess its impact on the effectiveness of public administration and the development of democracy. At the same time, consideration of the evolution of parliamentarism in the Republic of Kazakhstan; identification of constitutional and legal norms that determine the structure, powers and principles of the organization of the Parliament; assessing the benefits of moving to a unicameral parliament for political stability; determining the impact of the unicameral structure on the legislative process, the quality of laws adopted and the interaction of branches of government were the tasks of the study.

During the writing of the article, general scientific and special legal research methods were used. The authors also conducted a study of the foreign experience of states with a unicameral parliament and assessed the possibility of its adaptation in the Republic of Kazakhstan.

The authors also consider the evolution of the existing bicameral structure, the political content of the 2022 constitutional reforms, as well as the significance of changes aimed at optimizing the legislative process. In addition, the advantages and risks of the unicameral model are investigated – in terms of decision-making efficiency, regional representation, political stability and the level of legitimacy. The article provides a comparative analysis of the experience of post-Soviet prospects for institutional development for Kazakhstan.
